To install 
1. Download the zip file in the Installation folder.
2. Unzip the file and click on setup.exe.

To use
1. Choose the soft keyboard named Tibetan in Windows. 
Windows key + space key allows one to switch between soft keyboards.

Read the Tibetan Phonetic Keyboard Layout for Windows.docx for details on typing using this keyboard.

This is a major release. After much thought, Arabic numbers and some English punctuations are removed in favour of Tibetan characters which are used to make complex stacks. The new Keyboard layout are update in Keyboard Layout Summary v3.xlsx, with the changes in orange highlight.

Updated the Keyboard Layout Summary v2.xlsx
In the Installation folder, the new version is tibetanv2.zip.
In this version, <alt + ctrl + shift + n> produces 
a frequently used lower stack.
