The latest version of PLS can be found at the SourceForge phost-contrib page

PLS is an add on for phost4 that limits the number of ships a player can
control by the number of planets he owns.

The following files are included in the tarball:

README.txt    : this file
COPYING.txt   : a copy of the GNU GPL
PLAYER.txt    : a description of PLS, from the point of view of the players,
                to be distributed to them
HOSTER.txt    : a description of PLS, from the point of view of the hoster,
                with instructions to compile, run and install it.
FAQ.txt       : Frequently Asqued Questions (and answers)
CHANGELOG.txt : a log with things that changed from one version to another
Makefile      : the Makefile to build the binary
pls.c         : the source, under GNU GPL license
distrib.sh    : utility file to create a tarball from sources
