Summary: /silence command doesn't work

Initial Comment:
Yesterday there was a really annoying person on a map.
He didn't play but just connected to insult everyone.
/poll ban didn't work because people either don't see
that a poll is going on or don't know how to vote.

Then I tried /silence STUPIDPERSON'S NAME and this (as
I saw afterwards) appeared happily in the list of
silenced persons in config.cfg. But still I could read
everything he was emitting.

So I just tried it on another server and asked one of
the players to tell something after I silenced him. I
did see it.

So silence is ineffective (2.0.9)

Another bug: If you silence the same preson twice, you
will get 2 entries with his name.

The silence key ('k' by default) and /silence seem to work equivalently in
the current 2.0.10RC1 code.

Just found out: Silenc key works.
/silence not
Difference can be seen in config.cfg:

set silencedPerson0 " hflakiss"
set silencedPerson1 " hflakiss"
set silencedPerson2 Zonkey

Zonkey worked, hflakiss not. Zokey was entered pressing [k]
hflakiss was entered with /silence.

(call signs are randomly selected and don't mean these
persons were cursing)
