I found the solution by googling some more... I had to turn off "fast startup" to get it working. I really wonder why this information is not mentioned in the documentation of VeraCrypt :( https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html After I did that, I finally got an error message in the windows event monitor. Turns out, the password of the storage SSD has to be TestY (= the same password as the system SSD).
