Unofficial TKL OpenVZ templates (of official TKL appliances) are no longer available. This is because TKL have now released official templates.
Have a read of the announcement.
The official templates can be found within the OpenVZ folder in the TKL SourceForge Project page (all files now use the PromoxVE naming convention)
PromoxVE v2.x/3.x users - the templates are available for download within the PVE interface (Storage View >> click your template storage (in the left pane) >> Content tab (right pane) >> Templates >> From there scroll down to the 'turnkeylinux' section...)
Proxmox 1.9 user - you probably should update PVE, but in the meantime you can follow the instruction from the announcement (link above) to add the TKL software channel to the Downloads section of your local PVE WebUI.
