This is a bug fix on my previous rushed release of the modified contextual field help display panel;  an error was thrown if the
SplitterDistance was assigned an invalid value at startup.

Contextual help grid display - panel height is no longer being remembered.  When I tried to put height validation code in for this,
my virus scanner insisted that the resulting build had a virus.  Commenting out my height range checking code is the only solution
I could find to make the virus scanner leave it alone.  
WTF.  
The panel height will remain at a fixed default size at startup until I get more time to sort this out.
