libespeak-ngwo.dll (recommended) uses the waveOut API and should work
on older Windows versions too. It also sounds better than the versions with
Xaudio2 API because of double buffering.
libespeak-ngsync7.dll is for Windows 7 with XAudioD2_7.dll.
