This is an update for fm10k. The following changes have occurred since 0.25.1

Build changes:
* The released tarball will always be in GNU format
* Support upstream changes in Linux 4.18

Functional changes:
* Stop re-triggering the switch manager mailbox handler when the switch
  manager is offline. This prevents overhead of the mailbox workqueue
  item that could potentially cause workqueue thread stalls.
