#2 List getting code should keep track

The list get code gets its list at the beginning and
doesn't change it, ever. Meanwhile, servers may be
leaving the channel, new servers may be getting the
voice/op, etc. What happens when you try to request a
file from a person that isn't in the channel anymore?
Too much room for security holes.
