At top of todo-tracker page it reads:

As far as I know of you aren't WinMerge developer so you
shouldn't be adding any items to this list.

Giving this kind of item a highest priority is nothing more
but abuse, unless you are going to submit a patch. Which I
don't believe. Yes, binary diffing is nice, but not (very)
important. If people really want it, somebody would have
implemented it during last ten years..

And, last of all, there is already an existing item in
requests list for this, with some discussion:
