#2201 Diff Pane could show case differences even if they are ignored for actual diffing purposes

When the WinMerge option Compare > General > "Ignore Case" setting is checked, character case is ignored in the Diff Pane as well as in the actual side-by-side comparison windows.

But it actually might be useful to show such differences in the Diff Pane, even if they are actually ignored for the purposes of identifying changes.

Also the location of this option in preferences seems (to me) to imply it would affect only the comparison option itself, though I guess this is subjective.

I'm using version 2.14.
