Requierements:

.net framework 2.0 is needed to run WhoIs. You can download it at:
http://www.microsoft.com/downloads/details.aspx?FamilyID=0856eacb-4362-4b0d-8edd-aab15c5e04f5&displayLang=de

WhoIsInfo is working with GeoIPService from webservicex. An internet connection is requiered.

After startup you can choose the textfile with the URLs. An example is included in the Project (sample_urls.txt).

The blacklist.txt:

In the blacklist.txt you can write all Country Codes which you want to remove after the scan from the list. (e.g DE for Germany)
