#20 record function allowing overlapping programs to record

Say you have a program set to record at 9:30am until
10:00am. If you tell it to record a program that
starts at 9am until 11am the function will currently
allow this to happen.

My current thoughts on it is that we should check each
minute 12 hours before and after the requested program
starts for other programs that are scheduled to record.

Thoughts?
