No

When in fullscreen at alower resolution than the root
window, moving the cursor outside of the tvtime window
causes the virtual window to move, and tvtime becomes
off-centered to the screen.

this could be fixed by locking the screen, i know alot of
programs do that, i'd have a look at the SDL full screen
code for X, or maybe someplace simpler.

Are you sure that if I lock the screen, I can still move my
    mouse to the other head?

The problem is that people want to use tvtime while using
dual head, and work on one head while watching TV on the
other. If their TV watching modeline is < max size, I have
    a problem.

After a query on wm-spec-list, it sounds like we can just use
    XF86VidModeLockModeSwitch to solve this problem.

actually, that just disables mode switches, but does not
disable panning. How to solve this?
