#547 Overscan reset to 0 when switching to or starting in 16:9

This bug appears for me in 0.9.15 from ubuntu universe
and 0.99 compiled from source from tvtime.net. 0.9.12
(Slackware tgz package) works fine so it appears to be
a regression.

When I changed aspect ratio (using the menu) to
widescreen it reset the overscan to 0%. I used the menu
to increase it to 2.5% but when I exited and restarted
it had reset back to 0%. It appears to only do this in
widescreen mode.

    OK, I had the sudden idea that it might be a 64 bit issue
    (my ubuntu is AMD64 and my slackware is IA32). I've just
    tried 0.99 on Slackware and haven't been able to recreate
    the bug.
