There appear to be several text bugs with Closed
Captioning. First, it appears that letters are being
dropped, mangled or replaced with spaces from time to
time. Second, it appears that occassionally the text is
width aligned (poorly). Third, instead of white text on
a black background, it would be much nicer to write
dropshadow or outlined text on a transparent background.

Fourth, when CC is toggled off, the last CC text that was
showing remains on the screen until the channel is changed.
Also, the CC text alignment problem is best seen on CNN.

I fixed the bug where CC is toggled off, but is still
visible. Also, I changed the CC to use bordered text
instead of the (broken) black background code.
Regarding the spaces and other mangling, I tried on A&E and
watched a show with CC without errors except during frame
drops, however, CNN's closed captioning seems quite strange
and broken. Maybe our filter needs more work?

I get this on various channels too, on an actual television.
I think it's just cable quality on some stations, whether
it's from the wall to the TV, from the cable provider, or
from the stream provider. I don't think this is something
tvtime can necessarily fix, unless there's some kind of
error correction that can be done that televisions don't
normally do...
