10 year's worth of updates!

Bill here, realizing that Tux Paint's SourceForge.net project has a news feed, and we haven't remembered to use it since 2008! What's new? Well, there have been 3 more releases since then!

• In 0.9.20 (June 2008), we added dozes of new stamps.
• In 0.9.21 (June 2009), we added two dozen new Magic tools, improvements to the "starter" image feature, and support for bidirectional languages.
• In 0.9.22 (August 2014), we added over a dozen more new Magic tools, 40 new "starter" images, 200 new stamps, a "label" variation of the text tool, and accessibility enhancements.

A new version is coming soon, and addresses compatibility issues with newer versions of Apple Mac OS X / macOS, ands adds a "color picker" tool, and stars to the "shape" tool.

As usual, each new version also includes new localizations, and improvements to previous translations!
