Dskini creates the same size FAT regardless of disk size. A 35 track disk has $43 grans in T17S2. Actually DOS does not zero out unused grans but makes the entire sector $FF. But if you want to zero unused bytes, then the size of the FAT should match that of the disk.

Dskini zeros out T17S1 for no reason.

Dir errors out with 215 when trying to read a disk created with Dskini, even though Free works. This appears to be the result of requiring the syntax:
decb dir test.dsk,
where the comma is critical. That makes sense with commands that must distinguish between PC and Basic locations but makes no sense here. Free can work without the comma and Dir should also.
