Most of the other tools in the package will yield the help
message via os9 tool -h format will not. h is used for the
head entry. I would suggest hd or d if only single letter
arg specifiers are to be used and keep h & ?
consistently for help. Yes I know its minutia, but I don't
have my Coco setup to see if I can actually make
usable disks and I've been working on "the dark side" as
a software test engineer :-).

os9 format doesn't use -h for heads any longer (-ss and -ds instead) so we can add -h for help now.
os9 dump uses -h for "header"
All others use -h for help.
I have added -h to os9format for Toolshed 2.3.
For os9dump I have introduced -t for "omit header" with a deprecation warning for -h, and later for Toolshed 2.4 we can finally use -h for help there as well.
