Shift 6.1 released

CHANGES
- Added manager config to globally disable use of cron for restarts
- Fixed corruption tracking causing negative sizes/rates in --status
- Fixed inadvertent call of test shift-mgr during mgr synchronization
- Removed warning message when --no-cron specified
