Oh wow i feel like an idiot. I was looking around the services.msc looking to start another service for something else, then I stumbled upon the bonjour service. So I tried enabling it and starting shairport, and vuala fixed!

I had gotten this same error. It would be helpful of Shairport4w could add to this message something like “It is likely that the Bonjour service isn’t running”.
What I had done to get this serror myself was install LonelyScreen (I want to be able to cast video to my PC) and it had installed its own version of Bonjour which completely broke the one Apple had installed and it never even worked. To fix it, I had to uninstall “Bonjour” from Programs and Features and then use the http://support.apple.com/kb/DL999 link to cause it to be reinstalled properly. I had also tried just reinstalling iTunes, but iTunes’s installer just got stuck for a long time and then showed an error that it was unable to start the Bonjour service instead of actually fixing it.

As you can see, there is no port 5000 in use.
