#2765 sblim-cmpi-rpm configure check updates for C99

Not sure where to report this sblim-cmpi-rpm version 1.0.1 contains various implicit function declarations in its configure check. This causes these checks to fail on strict C99 compilers.

There doesn't seem to have been a release in a while, but I'm attaching a patch just in case.
