In PD L1V1.3, submap terminals are only discussed in connection to the submap glyph, but are not given a separate glyph entry. In libSBGN, terminals are treated as a class of glyph. This seems to be an inconsistency that should be resolved, I think this could be done by adding submap terminals to the auxillary units section.
