#61 Put TODOs and FIXMEs in the Tracker

We need to get better at putting our TODO and FIXME
items in the SourceForge Tracker. I've assigned
all of them that don't have an associated bug to
this one.

Also, we're not pr0n producers, so we'll stick
to FIXME and TODO. Not XXX, not anything else. TODO
and FIXME are clear enough to not need any other
label.

(assigned to srl because I saw some --srl in some
todo/fixme description without a BUG label. srl,
reassign it when you're done with the ones you've
created)
