#47 should dtstart be required in ETJ?

In ETJ.pm, the occurrences() function pretty much
requires that dtstart be set, but it doesn't
automatically fail if dtstart isn't set. 1> Should we
be requiring dtstart in the validate() function? 2> Fix
occurrences() to do the Right Thing here.

vague test for it.
