Inside recoil-*-macos.dmg there should be a "GIMP" folder that is actually a link to your installed GIMP. Drag file-recoil there. If that doesn't work, open the GIMP folder first and then drag.
If that still doesn't work, let me know where did you install GIMP from. There are different ways to install GIMP and IIRC some are not compatible with external plugins.

I downloaded Gimp from the official Gimp site and it is in the Mac OS Applications folder, I then open recoil-6.4.5-macos.dmg and try to drag file-recoil to the Gimp alias but it won’t let me.
Maybe it’s got something to do with Gatekeeper on Catalina?
Again perhaps it would be simpler if you told me just where it is supposed to be put…
ie:
~/Library/Application Support/GIMP/2.10/plug-ins/?
…which doesn’t seem to work (just a guess on my part).
Also what is IIRC?

I don't know what you mean by "it won't let me". file-recoil should be placed in /Applications/GIMP-2.10.app/Contents/Resources/lib/gimp/2.0/plug-ins. The GIMP folder in the dmg is simply a symbolic link to this directory.

So where do I put the file-recoil manually since I can’t drag it onto the Gimp alias in the recoil-6.4.5-macos.dmg?

There is a “GIMP alias” in the ecoil-6.4.5-macos.dmg and I have the GIMP.app in Applications, which of course I can “Show Package Contents”. So is it a folder within the GIMP.app it’s self ? If so which one?

Did you double-click the GIMP folder and dragged there?

Yes, you need to select "Show all files". I don't know how to avoid this.
Could you please attach a file you tried to open?
