Other problems with terrain texturing result in similar black effect:
1. Supplied textures are larger than the 512x512 limit allowed. Can't supply legal textures from available assets.
2. The high/low data entry fields are broken. If you leave out a decimal point, the fields display garbage when you next edit them, also causing textures to be applied at the wrong altitude. The only safe way to edit them is in the estate_settings.xml file.
The best way to handle this interface would be to offer interactive slides thet let you see the changes as you apply them.
