I downloaded this; I wanted to install this in Ubuntu Hardy. Are there any install instructions? What am I to do next after extracting from the tar.gz?

Is this project ready to be used.

Yes, it is ready to use.
I shut down my website a few months ago and I did not get around to
moving the instructions and pages over to sourceforge.

I will help you.

Do these:

tar xvzpf rapid-libc6.tar.gz
cd rapid
xrapid

Report any problems running xrapid and I'll fix them.
