#11 Guild Treasury (step 3)

This is a multi-step feature

Step 3:

Tie the treasury in with character wish lists. Basically
when an item is added, the wish lists of the users will be
cross referenced...if there is a user with this particular
item on the wish list, that user will be notified

(possibly set configurations for this...could range from
user just being notified, to admin being notified or even
automatically placing the item on hold for the user with
the item on wish list and notifying both user and admin)
