No, it's correct. Those occurrences are of a different word. In those verses, the word is "fool's". It all comes down to the definition of "what is a word". In order to search "fool" and "fool's" independently, they are considered separate words.
You'll notice in the drop list when you are entering words, when you type "fool" and look in the drop list, you'll see "fool's" also in that list -- because it's a different word to the tool. If you want to include both words in your search enter it as:
"fool | fool's"
This is exactly like the case of "Jesus" and "Jesus'" (with an apostrophe at the end) that I explain in detail in the KJPBS manual. They are different words so that both forms can be searched independently.
This tool strictly defines exactly what is a word and what isn't. It doesn't just blindly search for text like most Bible search programs do. In fact, it doesn't even have a copy of the actual text in the software -- only a list of unique words and where they go.
