#8 general logging broken

i've attached some config files which demonstrate a
case when the entire logging framework stops working at
all. running with these config files which attempt to
set the highest logging level, actually reduces the
output of puffin.

the only way to change the framework logging level it
appears is via the command line, as changing in the config
file does not work
