#9 Very slow DTD parsing on Windows

When using PSGML-1.2.2 on Windows, in both
GNU Emacs 20.7.1 and XEmacs 21.4.3, DTD parsing
is extremely slow. Parsing DocBook XML 4.1.2
takes more than five minutes, while GNU Emacs
20.7.1 on Linux needs about two seconds.

In XEmacs 21.4.3, the mouse pointer alternates
rapidly between normal pointer and hourglass,
GNU Emacs just freezes up.

    I tried parsing again after increasing gc-cons-threshold
    to 1e8 bytes. Both Emacsen grew quickly to about 104 MB
    and stayed at that size, but now the DTD was parsed about
    three times faster.

    This (dtd parsing working, but painfully slow)
    is still the case with psgml-1.2.4.
    Parsing was quite fast with psgml-1.2.1 but that broke
    when I upgraded to gnuemacs 21.1...

    Could you check that the Emacs Lisp files for PSGML has been
    compiled?
