#24 Parsing DTD fails with "Error in `post-command-hook'"

In the Xemacs 21..4.8 installed with Red Hat,
attempting to parse the DTD (by running the
"sgml-parse-prolog" command) leads to the the following
error message:

(1) (error/warning) Error in `post-command-hook'
(setting hook to nil): (wrong-type-argument arrayp nil)

This error message only happens the first time I try to
parse the DTD. It also doesn't appear to happen with
Emacs.
