#13 Menu name 'View' on XEmacs

Running PSGMl in native Xemacs on windowsNT or 2000, I
have to change the name of the View menu to:
(easy-menu-add sgml-foldview-menu)
To show up. Also, I changed the name from "View" to
"FoldView"
