#11 PSGML still uses after-change-function

PSGML still uses 'after-change-function' which is
deprecated. While still supported in Emacs20, it has
been removed in Emacs21.

As a result, PSGML does not work in Emacs21.

As we've known this function is deprecated for some
time, this should be addressed as rather high
priority; especially since the latest rumblings I've
heard put the release of Emacs21 on only a few months
away...
