I modified Template.pm and created a parser for the instant messenger app Whatsapp. I'd like to submit patch but on the Tickets->patches page, I don't see a button on the side to create a ticket like on other sourceforge project pages. Please advise on what to do

Tickets - Patches (here), but permissions are messed up.
