#72 filter tags allow inherited items regardless

Using filter tags allows classes, methods etc to be marked for inclusion, which is useful for creating synoptic documents. However, the output includes inherited items even though they are not tagged with a filter tag.

Untagged inherited items should not be present in the output document.
