#23 Smarter ordering of GO terms in Annotation Matrix

There has been some discussion about better ways to order the GO terms in the upper pane of the Annotation Matrix. One way, which could be very helpful and is hopefully not too hard, would be to impose the rule that a child term must always appear to the left of its parent. This would save a lot of curator backtracking, as we wouldn't have to keep looking for more and more specific terms to the right.

Specifically, I think the rule should be that, as new terms are added, put them immediately to the left of any parent term that is already in the matrix. Since PAINT already has a functionality to mark parental terms with colored boxes with white centers, some of this code probably already exists and can be repurposed.
