#13 Annotations not to propagate

Some terms should just NOT be propagated by ISS and be removed from the PAINT display:

- should never propagate 'protein binding ' GO:0005515
- should never propagate 'protein C-terminal binding ' GO:0008022

We probably will need to extend this list.

Suzi suggests this should be a user option; I think if annotations are not allowed, they are just not allowed. We probably need to look at a few test examples before making a final decision.

I agree--initially we can have it a user option just so we are sure. Then, down the road we disallow these from propagation.

Also, we need to add the ability to propagate NOT's...well, I *think* we do! We can wait and see how the discussion goes at the Ref Genome meeting in Eugene.
