Java JRE not found at startup

I installed OpenWorkbench and it failed to start with JRE 1.7. I uninstalled Java, removing all traces from the registry and reinstalled, this time with v1.8. OWB still fails to start. The JRE bin dir is on my path and the registry points to it correctly. The only thing that I can think of, assuming OWB is correctly processing the information, is that I'm running on 64-bit Win7 with a 64-bit JRE, but OWB requires 32-bit versions of one or the other.
OWB is 32 bit and you need to install 32 bit jre. The spec for OWB 1.1 says jre 1.4, but later version may work.
This site has always been fairly on its own and the openworkbench.org was allowed to be hacked and crash down and was never brought up again. Currently there are other sites for OWB discussion.
OWB is developed by CA and delivered with CA Clarity. There is OWB message board in the CA Clarity Global community site. The Clarity community is free for everybody to join.
