#149 zoom level is not respected

OWB 1.1.6

When zooming out once (or more) and then changing the view (even to the same view is OK) the new view is always displayed as 100%.
If you now zoom out, the new zoom level will be changed relative to the previously selected zoom level and not to the displayed 100%
