If a connection is started with OpenVPN Admin and the
(Windows) computer is rebooted, the VPN connectios are
down (correct), but the OVPN-Admin shows them active.
Consequently, the connections can not be re-started
with OVPN-Admin.
Also when another connection is started, OVPN-Admin
assumes the TAP adapter is already in use, which it is not.

This happens sometimes when the OpenVPN-Admin is not stoped.
Then the pid file is not deleted. We must look how we can
fix it.

Just check the status deliverd by Windows, not a PID-file (that has ever been a crouch in Unix already!)
