#70 User accounts lifetime and new admin group

1. Could be nice to have user account expiration option similar to file time stamp - expiration feature. So administrator could remove user accounts been not active within some period of time. That could be nice also to have a user activity information (last activity timesatmp) on the User Accounts pages for Administrators.

2. Could be nice to have limited Administrators group for person able only to create new account for registered users. All other options could be accessible only from Administrator or Super Administrator account.
