#119 Allow restrospective annotations for RealTimeSampleArrayMetricState

Sometimes the computation of annotations may take some seconds and they need to be retrospectively annotated.

Proposal:

Add an extension for pm:AbstractMetricValue/ext:Extension that allows to have a negative (only) ApplyRetrospectiveAnnotation/@SampleIndex to annotate rtsa samples from the past.
Description: The ApplyRetrospectiveAnnotation set relates annotations to sample indices in old in real-time sample array metric states that have already been communicated

Add as part of the extension an addition annotation element (RetrospectiveAnnotation) for the Annotations that are applied retrospectively to a METRIC state value

    We'd prefer a BICEPS revision in which the indices are of type "int" instead of "unsigned int".

    We agreed on replacing "unsigned int" by "int" and add requirements on how to the apply-annotation is to be used when referencing potentially part or future waveform frames.
