#424 SIGNAL as Procedure Parameter must by passed by IDENT

The language report states that objects which do not contain values must be passed by IDENT.
The given list does not contain SIGNAL.
The current implementation in OpenPEARL would also allow passing by value. If a class hierarchy with signals would be used, passing by reference would become necessary.

The list in the language report becomes extended by SIGNAL.

This problem is only present in the german version of the language report (V2.0, Jan 1995).

Was already fixed in verion 2.2 (sept 1998)
