#3 New EXE Fix corrupted message problem

1. Fix corrupted Chinese Big5 messages problem, tested
on English and Chinese Windows XP, might work for other
double-bytes message too;
2. Fix redundant sending of SYSLOG packets if user
defined eventlog is presented in NTSYSLOG registry but
not actually in the Event Log.
3. Change the log checking interval from 20 seconds to 10.
