#1 Section Changes

Suggest that Section 3.1 actually be in 3.0. It seems to make
organization sense to list "all" of the recommended /etc/hostconfig
entries in the higher level section-ordering and then discuss the
rationale for each setting in the subsections. Currently, it appears that
only some of the entries are listed here, e.g., MYSQL is not listed, etc.
