#477 Using Exclude tag results in broken links

NDoc version: 1.3.1
.Net 1.1
Mode of invoking NDoc: Gui/ Console (both have the
problem)
Documenter: MSDN

We are using exclude tag to remove some classes from
documentation. The problem occurs in syntax
(declaration) portion. If class B is derived from
class A, and class A is excluded, it is still shown
with a hyperlink in the syntax (declaration) portion
for class B. Clicking on the link results in a Page
not found error.

In hierarchies, this does not happen and excluded
classes are simply shown in Bold. That should be the
behavior for syntax portion as well, but is not.
