If I export transactions with german descriptions characters like äöüÜÖÄß aren't encoded properly. Do you use UTF-8 for the creation of the export file?

Seems to be no bug in your source code: http://stackoverflow.com/questions/14801579/wrong-encoding-for-german-umlauts-as-command-line-params.
I can't reproduce this Export sample:
2017-01-09;> Second;-50.00;Transfer;;222;"e.g. from ""ü"" to ""ü""" 2017-01-08;< Second;100.00;Transfer;;111;Transfer 100 from Second to First
