#393 Replace the use of 4Umaps in Map Evaluator

As noted in this post and this bug report, 4Umaps.com is no longer available.

I suggest using OpenTopoMap instead. Their website says (in German):

Verwendung
> OpenTopoMap steht unter der Lizenz CC-BY-SA. Das bedeutet, dass die Karte kostenlos und frei verwendet werden darf, solange stets Namensnennung erfolgt und die Weitergabe unter gleichen Bedingungen möglich ist.

Die Kacheln können unter folgendem Pfad abgerufen werden:
https://{a|b|c}.tile.opentopomap.org/{z}/{x}/{y}.png

Als Lizenztext sollte Folgendes deutlich sichtbar sein:

which roughly translates to:

Use
OpenTopoMap is licensed under CC-BY-SA. This means that the map may be used free of charge and free as long as the name is always attribution and it is possible to pass it on under the same conditions.

The tiles can be retrieved under the following path:
https://{a|b|c}.tile.opentopomap.org/{z}/{x}/{y}.png

As a license text, the following should be clearly visible:
